COP29 risks delegitimising itself if it does not commit to drastic emission cuts

Despite efforts of the UNFCCC and COP for almost 30 years, we are dangerously close to exceeding 1.5°C of global warming (1). The Paris Agreement states as its objective:

“Holding the increase in the global average temperature to well below 2°C above pre-industrial levels and pursuing efforts to limit the temperature increase to 1.5°C above pre-industrial levels recognizing that this would significantly reduce the risks and impacts of climate change” (UNFCCC, 2015, Art. 2.1.a) (2).

According to the IPCC Sixth Assessment Report, global carbon emission reductions must begin latest in 2025, or we risk that the probability of keeping global temperatures below 1.5°C drops below 50%. We are not willing to take such risks as it jeopardises our very future.

“Global GHG emissions are projected to peak between 2020 and at the latest before 2025 in global modelled pathways that limit warming to 1.5°C (>50%) with no or limited overshoot and in those that limit warming to 2°C (>67%) and assume immediate action. (high confidence)” (B.6.1, page 20, IPCC, 2023) (3).

Furthermore, it is the responsibility of the highest emitters to move faster than the global average (4), but current (as of 9 September 2024) NDCs are far from respecting this necessity (5) and make current policy warming 2.6-3.1°C (4).

COP29 is the last opportunity as a global assembly to commit to emission reductions in line with the temperature limit of 1.5°C of the UNFCCC's Paris Agreement, before the next NDCs are due in February 2025. At past COPs, the denial of scientific facts, including the need for mitigation action for a viable future, has remained a central talking point (6). If members continue to disregard the science behind the issue and it fails to organise Paris-compatible action, the COP’s credibility to act on its central mandate to tackle the climate crisis will be at stake.

Such a potential self-delegitimisation of the COP is an unacceptable outcome. As UNEP (2024) states, we need "all eyes on the next NDCs". The COP29 Presidency and all countries, especially the highest emitters, must respect and acknowledge the scientific facts. You need to step up and commit to the immediate adoption and implementation of policies to reduce emissions now.
